The Ministry of the Sea, Transport and Infrastructure is the central body of state administration in the Republic of Croatia, which performs administrative and other tasks.

AKD d.o.o. is a company of special interest to the Republic of Croatia and is 100% owned by it. Among other things, AKD performs the services of issuing qualified certificates, is a legal entity authorized to issue qualified certificates to citizens of the Republic of Croatia on electronic identity cards, and also develops advanced IT solutions in the field of identity, traffic and security.

In 2019, AKD established SOTAH (Central Tachograph Data Processing System), a single database that includes all participants in the tachograph system (workshops, companies, drivers) in the Republic of Croatia. Data from SOTAH is the basis for the development of AFFINIS. The platform-independent SOTAH system enables easier storage, viewing and control of data related to the tachograph and its operation.
